Character Name: Orihara Izaya (折原臨也)
Canon: Durarara!! (デュラララ!!)

Point in the time-line taken: Post Yellow Scarves vs Dollars debacle (end of anime)
Character History:
Izaya was born to a normal family with a perchance for naming their children unusual things. If asked, this is all Izaya would have to say about his family besides the fact that he dislikes his younger twin sisters. From the time of his youth, Izaya has had an uncanny ability and want to observe humans and how they interact with each other, to the point that he eventually found the perfect job for himself. As an information broker.
In high school, Izaya found himself in the middle of Ikebukuro with interesting people and interesting conflicts all around. He had his hand in everything—well, everything except Heiwajima Shizuo. In school, he was a model student save for how he would incite the temperamental Shizuo, hang around on the occasion with the questionable Kishitani Shinra, and oh, causing gang wars to erupt.
Things don't really change that much outside of high school except that Izaya has his own office/apartment in Shinjuku and continues to find interest in manipulating the Ikebukuro underground. While working on a theory that involves the head of a Dullahan and certain Nordic mythology, he has more than a few strings to pull to cause chaos to erupt between Ikebukuro's Yellow Scarves and the Dollars. Before this, he amused himself by posing as a suicidal teen named Nakura and drawing people in to see if they really will commit suicide or be fearful enough of death that they chicken out. He also poses himself as a female chatroom goer named Kanra who spreads rumors of what's going on in Ikebukuro.
Motivation: Being able to observe humans at their most basic, yet most challenged, form.
Canon Personality:
As probably revealed by his history, Izaya is not a pleasant person at all. People often see him as having a childish disposition who has more information than is really necessary or decent on the (under)world around him. That is not to say that he is infallible, because of course, being such an unpleasant person means that he has more enemies than friends. ... or that he just doesn't have friends. That and sometimes, just maybe, people can catch him at his own game with information.
He likes to show himself as a cheerful, playful person who is willing to help out when someone has a problem—an example would be assisting Kida Masaomi, one-time leader of the Yellow Scarves, who was told to seek Izaya out for advice in regards to the conflict with the opposing gang, the Blue Squares. He is willing to give out information if people have the right price for him. In the end, though, he is just as likely to sell information he has to the opposing side. He enjoys seeing people in impossible situations and how they respond and react to them. He proclaims his love for humans a number of times and often sees himself as outside of them (as he is often called the worst human there is), most especially when they respond in a way he expected/hoped for/did not expect.
The only exception to all of this would be, of course, Heiwajima Shizuo who he's hated since they first laid eyes on each other.
Blank Personality:
As a Blank, not much will change! In a situation where people are brought to their most basic of selves—deprived of history or expectations—being forced to play in games to win their "selves" back as well as striving to keep them and theirs safe the whole while, Izaya will thrive. His adoration for humans is really the most basic part of himself that will likely not change despite lacking the memories as to why he feels this way. He will likely settle in with his team like he does anywhere else as his canon self—not expecting friends or anything, but willing to play certain roles.
Information in Sabra is one of the things the Judges don't really have an issue with people trading freely, and Izaya will likely be wanting to play with that area of things. He will possibly be a little less cut-throat as he can be in canon, but he will retain a cool, level-headed mind on the matters around him. However, he will probably also be a bit more childish in regards to how he treats people as his play-things, which may be a dangerous thing to some.
... he will still hate Heiwajima Shizuo upon first sight, if he ever arrives in Sabra.
How would this character act in a position of authority? Completely childish about it. That is to say, he will be an expert at deciding when and where and who people should be at specific times, and even then if something deviates, it will all eventually have the same end-game as he has planned. He is an expert manipulator and really isn't afraid to let that show. Subtle or blunt at times, but mostly he would be the mocking sort, holding it above people's heads more often than not. Of course, with the colored Blanks, he will probably follow the Ophi pattern of being lazy and letting the little people do his dirty work for him for certain rewards. He might even be nice enough to let those prizes be meaningful for the right price. And really, with him already liking to see people in miserable circumstances, do you really have to wonder how he'll treat punishments?
What are their combat capabilities? Parkour, for clean escapes. And a flickblade, mostly. He's not one to do the fighting himself often, and mostly he runs away. But he will sometimes have people fight for him.
Do they possess any additional tactical or otherwise useful skills? As an information broker, he has not only the tactical skills to put the information he has to use, but he also has an effective memory to keep track of things. Example would be his triangle-board set-up (with chess, go, and shogi pieces being used) that he has his assistant move pieces on while he watches the chaos in Ikebukuro.
Under what circumstances would they rebel against the Judges? Not very many to be honest—or at least not openly. Probably if they ever put him on the same sub-team as Shizuo, he might have more than a few complaints, among them, "You do realize we will be trying to kill each other the whole time, right?"
Writing Sample:

That was the initial thought after the blank had gone over everything there was to go over in the small, fairly vacant room. For now, he was sitting on his bed—and if it wasn't his before, it certainly was now—tossing the brass tube up and down, watching it flip into the air before catching it again. His eyes were still on the writing on the wall. Considering. —Thou art a Blank slate, unburdened from thy past, indeed.
He hadn't a memory to him. From why he was there to his own name. It was off-putting to say the least. Probably quickly approaching disquietingly uncomfortable levels, if it weren't for the message in the tube. The reminder of which had him catch the tube before he burst into laughter.
"I thought we needed a vacation. Have fun! Oh, and I shall serve the Judges faithfully, of course." The young man in the message had even given a proper bow at the waist, the smirk on his face widening only a fraction as he spoke the last part almost in afterthought. Whoever it was—not knowing his own name was a pain really—they were amused and thought that the Blank would be as well. Which, of course, he was, but hardly for the same reasons.
"Well, then!" said the Blank as he swung his legs over the side of his bed and stood himself up with a bit of a hop. There was a grin on his face as he looked to the closed door before him. "If it's a vacation, I shouldn't be driving myself crazy with boredom, right?"
And with that simple enough of a conclusion, the Blank tossed the tube behind him onto his bed—it wasn't like it served any further purpose—and made his way out of the room, humming an unknown melody to himself cheerfully. After all, a vacation from his own self would surely put an interesting spin on the whole experience.
